Kogi State Governor Ahmed Usman Ododo has taken the state’s long-term development agenda to Kuwait, opening discussions with government-backed development institutions, academic leaders and senior officials on financing, technical assistance and strategic partnerships for projects expected to shape the state through 2056.
The engagements formed part of the governor’s visit to Kuwait to attract affordable development financing and technical expertise for the implementation of the Kogi State Development Plan 2024–2056.
According to a statement by the Kogi State Commissioner for Information and Communications, Kingsley Fanwo, Ododo led a delegation to the Kuwait Fund for Arab Economic Development (KFAED), where he met the Acting Director-General, Rashaid A. Al-Bader, alongside senior officials of the institution.
Kogi Seeks Long-Term Development Partnership
At the meeting, the Kogi delegation presented the state’s development priorities and sought a comprehensive long-term partnership covering infrastructure, economic development and human capital.
The proposed areas of cooperation include water infrastructure, irrigation and agriculture, renewable energy and power, solid minerals and mineral beneficiation, agro-industrial development, transportation, communications and ICT, education and healthcare.
The discussions also covered possible support for project preparation, feasibility studies, engineering designs, technical assistance, institutional capacity development and environmental and social assessments.
KFAED, according to the state government, expressed readiness in principle to explore cooperation with Kogi. However, any eventual financing or project support would still be subject to technical, financial and institutional appraisal.
That distinction is important because the discussions do not amount to a confirmed loan or financing agreement at this stage.
The proposed focus on agriculture and agro-industrial development comes as Kogi continues to pursue agricultural value addition. The Bureau Journal recently reported on the state government’s plan to establish a cashew processing plant as part of efforts to attract investment and expand local processing.
Water, Energy and Agriculture Top Development Agenda
Water infrastructure and irrigation featured prominently in the discussions, reflecting the state government’s interest in expanding productive agriculture while improving access to essential infrastructure.
The renewable energy component is also significant, particularly as Kogi has recently attracted major investments and federal attention in the clean-energy sector.
The Bureau Journal previously reported on the inauguration of the Barefoot Renewable Energy College and Green Hydrogen Research and Demonstration Pilot Plant in Kogi, developments that highlight the growing role of renewable energy and technical capacity in the state.
For agriculture, the proposed partnership could potentially extend beyond primary production to irrigation, processing, value addition and infrastructure required to move farm produce to markets.
The state government has also recently approved agricultural support measures, including farm inputs, while advancing preparations for the Special Agro-Industrial Processing Zone.
The Kogi State Executive Council recently approved fertilisers, agricultural chemicals and other farm inputs for farmers across the state, alongside other projects covering infrastructure, education, healthcare and economic development.
Ododo Meets Kuwait University President
Beyond financing discussions, Governor Ododo also met the President of Kuwait University, Professor Dina Musaed Al-Mailem, to explore cooperation in education, research and innovation.
The discussions covered areas including engineering, agriculture, water-resource management and technology, with both sides considering opportunities for institutional collaboration.
The engagement potentially creates another channel through which Kogi could pursue technical knowledge and research partnerships to support the implementation of its long-term development priorities.
Education is already a significant component of the state’s development programme. Recent Bureau Journal coverage examined World Bank-supported AGILE school projects in Kogi, highlighting the scale of education infrastructure interventions currently being pursued across the state.
Kogi Explores Sister-Government Relationship
Governor Ododo also held discussions with the Governor of Al Ahmadi Governorate, Sheikh Humoud Jaber Al-Ahmad Al-Sabah.
The meeting explored the possibility of establishing a sister-government relationship that could create opportunities for institutional cooperation and knowledge exchange between Kogi State and the Kuwaiti governorate.
Such a relationship could provide another framework for cooperation in areas including infrastructure, economic development, public administration and technical expertise.
Power and Water Talks With Kuwait Minister
The governor further met Kuwait’s Minister of Electricity, Water and Renewable Energy, Dr. Subaih Abdulaziz Al-Mukhaizeem.
The discussions were focused on areas connected to electricity, water infrastructure and renewable energy, sectors that Kogi has identified as important components of its long-term development strategy.
The engagement comes as the state continues to pursue projects aimed at expanding access to electricity and supporting economic activity in communities.
In one recent development, The Bureau Journal reported on solar power, water, road and other infrastructure projects being pursued in parts of Ofu Local Government Area.
Technical Teams to Begin Project Documentation
According to Fanwo, the meetings have moved beyond preliminary discussions, with a technical process established to advance possible areas of cooperation into project documentation.
The next stage is expected to involve feasibility studies, technical assessments and other appraisal processes required before specific projects can progress to financing or implementation.
This means the Kuwait engagement is currently best understood as the opening of a structured development-financing and technical cooperation process rather than the announcement of an already approved funding package.
The approach is consistent with the Kogi government’s broader effort to secure external partnerships for major infrastructure and economic projects.
At the state level, recent Executive Council decisions have covered infrastructure, agriculture, education, healthcare and transportation, illustrating the breadth of the administration’s development programme. The Bureau Journal recently reported on further expansion of the CUSTECH Teaching Hospital infrastructure, including accommodation for students and doctors.
Who Accompanied Ododo to Kuwait?
Members of the Kogi delegation included the Commissioner for Finance, Asiwaju Asiru Idris; Commissioner for Education, Science and Technology, Momoh Ozigi Deedat; Commissioner for Rural Development and Energy, Timothy Ojomah; Commissioner for Information and Communications, Kingsley Fanwo; Commissioner for Special Duties, Farouk Danlami; Chief of Staff to the Governor, Yakubu Yusuf Okala; and other officials.
Governor Ododo expressed appreciation to President Bola Ahmed Tinubu for what the state described as diplomatic support for the engagement.
He also acknowledged the Nigerian Embassy in Kuwait, led by Ambassador Abubakar Sanusi Aliyu, for its support during the visit.
What Comes Next?
The immediate significance of the Kuwait visit will depend on whether the discussions translate into concrete project proposals, completed feasibility studies and financing agreements.
For now, the Kogi government says technical teams have been tasked with advancing the identified areas of cooperation and developing the documentation required for further appraisal.
If the process progresses, the potential areas of cooperation span some of the state’s most important development needs — from water and energy to agriculture, mineral processing, transport, education and healthcare.
The engagement therefore places Kogi’s 2024–2056 development plan at the centre of an effort to attract international development financing, technical expertise and institutional partnerships for long-term projects.
