Russia has reaffirmed its readiness to supply oil and petroleum products to the United States and global markets after President Donald Trump announced proposed Russian diesel deliveries intended to ease fuel prices.
The Kremlin disclosed this on Friday following a telephone conversation between Trump and Russian President Vladimir Putin covering energy markets, the war in Ukraine, developments involving Iran and bilateral relations.
According to the Kremlin’s account, Putin said additional Russian energy supplies could benefit the global economy.
“In discussing the state of the global energy sector, the Russian side reaffirmed its readiness to supply oil and petroleum products to the US and global markets,” the Kremlin said.
Putin also expressed confidence that the supplies would have a positive economic impact.
Trump Announces Proposed Diesel Deliveries
In a Truth Social post reported by SaharaReporters, Trump said Russia had agreed to supply more than 300,000 tonnes of diesel immediately to American and international markets.
He announced a further 500,000 tonnes for November, followed by another one million tonnes shortly afterwards.
Trump said an additional three million tonnes could be delivered within a short period, depending on the condition of Russia’s diesel refineries.
| Proposed delivery | Quantity announced | Timing or condition |
|---|---|---|
| Initial supply | More than 300,000 tonnes | Immediately, according to Trump |
| Second supply | 500,000 tonnes | November |
| Further supply | 1 million tonnes | Shortly afterwards |
| Additional potential supply | 3 million tonnes | Dependent on refinery conditions |
| Combined proposed quantities | More than 4.8 million tonnes | If all announced deliveries proceed |
The quantities reflect Trump’s announcement and do not represent confirmation that the shipments have been delivered.
Lower Diesel Costs Target Farmers and Truckers
Trump described the conversation as highly successful and said increasing diesel availability would help reduce costs for American consumers and businesses.
He identified farmers, ranchers and truckers as groups whose operations would benefit from lower fuel prices.
The proposed supplies come amid pressure on petroleum markets. In Nigeria, recent figures showed domestic refining and fuel supply policy remaining central to debate about how to address energy costs.
However, the announcement does not establish whether Russian diesel would be supplied directly to Nigeria or how any additional global supply would affect Nigerian retail prices.
US Issues Temporary Authorisation for Russian Diesel
According to the Associated Press, the US Treasury Department issued a temporary general licence permitting specified transactions involving Russian-origin diesel.
The authorisation covers activities connected with the sale, delivery, offloading and importation of the fuel through April 7, 2027.
The measure temporarily eases restrictions affecting the covered diesel transactions against the background of US sanctions targeting Russia’s energy sector.
It does not amount to a blanket removal of sanctions on Russian oil and petroleum products.
Energy Costs and Sanctions Policy Intersect
The proposed arrangement brings together two priorities for Washington: improving fuel availability and maintaining economic pressure on Moscow over the war in Ukraine.
Its effect on prices will depend on the volumes actually delivered, shipment schedules, refinery output and demand in the markets receiving the fuel.
Energy costs also shape wider economic discussions in Nigeria, including President Bola Tinubu’s defence of his administration’s reforms and the pressure on household budgets examined in The Bureau Journal’s personal finance guide.
The precise shipment arrangements for the Russian supplies were not detailed in the accounts of the announcement.
